Quito Ecuador: Police reopen 36 community sub-stations after citizen complaints

elcomercio.com reported that it was a measure unexpected. Between Thursday past and yesterday, the Ministry of Interior reopened 38 units of community police (UPC) in various popular sectors of Quito. These are part of the 62 complexes that were shut down since last August. In this period, some units were abandoned and became places for littering in improvised public urinals or served as fronts for graffiti. Trade visited five units in the Centre and South of the city. In these months, residents denounced the increase in sale of drugs, theft to people and assaults. The closure was due to a management model of the National Secretariat of planning and development (Senplades). At the end of January, the discomfort in the neighborhoods deepened.
