On May 1, 2013, Diário Catarinense reported that the ex-Mayor of Blumenau, Paulo Kleinübing (PSD), was discovered to be linked to a series of telephone calls under the jurisdiction of Operation Black Carpet (Operação Tapete Negro).  In the calls, investigators found the Kleinübing ordered his Public Works Secretary, Alexandre Brollo, in a July 5, 2012 call, to extend the amount of time that a company had to make a bid for a contract, as the time period was about to expire.  The two companies involved with the extension, URB and Badesc, received the bid together.  State prosecutors claim that this extension violates public works bidding laws.  Read Article
