“El Loco’s” partner arrested in Paraguay, formation of new drug route disrupted

Alirio Rutdy Moreno Zarate, alias “Runcho,” was arrested in a hotel room in Asunción, Paraguay by the Department of Criminal Investigation and Interpol. Runcho is known to be a main partner of the narcotrafficker Daniel “El Loco” Barrera. After the arrest, Runcho was deported to Colombia, CM& reports. Runcho became involved with El Loco in 2001 when he formed an alliance with Luis Agustín Caicedo Velandia, alias “Lucho,” who was captured in Buenos Aires in 2010. El Loco had moved his family and colleagues to Buenos Aires as well. Runcho possesses several importation and exportation companies, including one that trades precious stones in Madrid, Spain. He was responsible for opening a new trade route for El Loco from Bolivia to Brazil, where drugs would be shipped to West Africa and finally to Europe. He has been listed at the top of the U.S. Clinton List, a list of individuals and businesses blocked by the government. Read Article
