Cartagena suffers from displacement of individuals in Colombian war to this seaside city

“The problem of Cartagena is war. And do not say because there is generated a war, but because the conflict itself in this country has led some communities to move. We have the example of Nelson Mandela neighborhood, in the Pozón there people and so many city neighborhoods are being built by people who have been displaced from their habitat to safeguard their right to life. This creates a serious problem in the community. These people should not be in Cartagena, but are. But Cartagena respectful of the rules and the welfare state are being treated as such.” Read Article
