Mexico: Operator of Tijuana cartel arrested by Army; organized clandestine flights

Julio César Salas Reyes, known also as Julio Salas Quiñones, was arrested by Army officials and is accused of operating the Arellano Félix cartel in Tijuana. During the arrest, a rifle, three shotguns, cartridges, a vehicle, and four cell phones were seized, CNN Mexico reports. Authorities believe Salas Reyes organized the clandestine arrival of a passenger plane in La Paz, Baja California that was carrying 10 tons of drugs. After the plane arrived, the drugs were unloaded and the plane was destroyed and partially buried. He is accused of crimes, against health, conspiracy, and use of clandestine airstrips. He is also known to have trafficked drugs and to have participated in kidnappings, extortion, and assassinations. The cartel is known to have trafficked drugs to the United States in the 1990s.
