It’s perhaps the biggest economic question – and potential threat – that Long Beach and its neighboring cities have faced in decades.

And it couldn’t come at a more trying time for dockworkers, mariners, truckers and business leaders struggling with a global recession and severely depressed trade volumes through San Pedro Bay.
