Ecuador: Slow, Stalled Process of Legalizing Executive Taxis

According to ElUniverso.com the Ecuadorian government has not followed through with its promise to legalize the executive taxi business. In 2008, President Rafael Correa ratified the Transit Law to give executive taxi drivers the right to work. However, since then there has been no follow up on legal licenses for these taxi drivers. El Universo reports that there have been reports of corruption within transit administrators and representatives who are fighting for this legalization. The 17,000 members of the National Union of Commercial Executive Transportation (Unatec) have signed up for legal licenses to operate their taxis. The National Agency of Transit (ANT) has distributed a conditional drivers license for executive taxi operators, however this license is not considered legal document or mentioned in the Transit Law.
