Cuenca Ecuador: One Gringo’s Positive Experience With Obtaining Residence Visa

My first step was to gather basic information at an open meeting arranged for the Cuenca expat community by Ana Lucia Serrano, regional director of the Ministry of Foreign Affairs. Ms. Serrano was there with members of her staff and the office’s attorney. She passed out a paper listing the requirements for different types of visas and for the cédula, an identification card used by all Ecuadorians.
