Bolivian Government Changes Maritime Tack, Asks Chile to Comply with 1904 Railroad Agreement

Yesterday, Bolivian foreign minister David Choquehuanca accused Chile of not only failing to keep to the spirit of the 1904 Peace and Friendship Treat, but also of obstructing it by not allowing the free movement of passengers and freight from El Alto to the port of Arica, on the Chilean coast.
