32 Ecuadorians kicked out of the Galapagos Islands

For quite some time Ecuador has struggled with the issue of migration of Ecuadorians from the mainland to the Galapagos Islands. Much of this migration has been for the purpose of benefiting from the fact that the Galapagos is a cash cow the earning dollars from tourism. Below you will see a video regarding 32 Ecuadorians who have been determined not to have legal authority to reside on the archipelago and have been removed. Also, you will find a machine translated version of Ecuador’s constitution dealing with the topic of protecting the Galapagos and speical rules regarding who can and cannot live there. This section of Ecuador’s constitution went into effect in 2007.

SPECIAL RULES FOR RATING AND CONTROL OF THE HOUSE IN
THE PROVINCE OF GALAPAGOS
(Decree No. 574-A)

CONSTITUTIONAL PRESIDENT OF THE REPUBLIC
Considering:
That Article 238 (258 inc. 4) of the Constitution of the Republic of Ecuador, has
that there will be special arrangements for land administration and demographic considerations
environment. For the protection of areas subject to special arrangements may be confined within
them the rights of internal migration, work or any other activity that may affect
environment;
That Article 239 (258) of the Constitution of the Republic of Ecuador establishes that the
province of Galapagos will have a special regime;
That the Special Regime Law for the Conservation and Sustainable Development
Galapagos Province, in Article 4, No. 4 states that the duties of INGALA of
authorize or deny such application upon a person’s income as a resident
temporary, and perform internal control in general;
That Article 24 of the Law on Special Regime for the Conservation and Development
Sustainable Galápagos Province provides that any person entering or remaining in the
Galapagos province must legalize their immigration status under this Act, its
General Enforcement Regulations and Special Regulations of the matter. Control
residence shall exercise the Committee on Qualification and Control of Residence in accordance with the
this Act and its Regulations;
It is necessary to issue the regulations that enable the fulfillment of that
law;
That Article 11 of the Law for the Promotion of Investment and Citizenship, published
in the Supplement to Official Gazette No. 144 of August 18, 2000, provides that
State institutions may provide for the payment of fees for the inspection,
inspections, authorizations, permits, licenses or other similar bodies to recover
demand service costs and,
In exercise of the powers conferred by the number 5 of Article 171 (147, no. 13) of the
Constitution of the Republic,
Decrees:
Issue the SPECIAL RULES FOR RATING AND CONTROL
RESIDENCE IN THE PROVINCE OF GALAPAGOS.
