Cusco Peru: Shining Path may increase kidnappings after rainy season, Hunt Oil possible target

Attacks/Kidnappings my increase when Rainy season ends. Rainy season in highlands (sierra) begins September and peaks sometime between January and March, May to–August period is marked by very dry conditions with cold nights and mornings.

larepublica.pe reported that intelligence sources consulted by The Republic mainly from the Joint Command of the Armed Forces confirmed that in early January were intercepted dialogues between leaders of the subversive group moving for a year by the Convention area, Cusco. They point out that according to the analysis of intercepted messages, the rebels spoke of a future increase in shares once the rainy season culminated. In one of these messages also concerned with planning the kidnapping of foreigners, especially Americans. It is known that the group of hikers ‘Gabriel’ operating in this area has been conducting surveillance of the camps in the Camisea gas plant.
