Peru: terrorist group “Quispe Palomino” moves base of operations

While the Government has implemented new strategies, such as building 10 bases in VRAEM insurgency to strengthen the state’s presence in the area, the narco clan of brothers Quispe Palomino had moved his headquarters to the Lower Urubamba, Cusco.
