Authorities reported second time crop of poppy plants have been discovered in Carchi reported that a farmer of 48 years was arrested Tuesday morning in the San Joaquin Look Canton, South Carchi because cultivation of beans between two hectares, the military Operational Group North (GON) found more than 20 thousand poppy plants.
