Wikileaks, Brazil pays off Paraguay to “keep them happy”

Documents revealed by Wikileaks this week show that Brazil gave $1.7 million to the Paraguay Armed Forces in 2005 to keep military and political officials in the country happy, according to abc.com.py. The money was meant to ease complaints Paraguay had about the management of the bi-national dam and power plant, Itaipú. As stated in a document sent to Washington D.C. by a U.S. Diplomat in Asunción, Brazil pays off Paraguay money whenever they are unhappy with negotiations during the Mercosur conference or the Itaipú dam. The Brazilian Congress approved a 300% increase in funds given to Paraguay this year to use the part of the dam that is on their soil.
